Responsibilities
Summary
The Operational Compliance Manager is responsible for the overall transportation compliance management of operations, ensuring compliance with corporate policy, federal standards, state laws, rules and regulations, and the contracting agency’s national transportation standards. Utilizing GTI’s audit tool, the Operational Compliance Manager will review and audit unit operations. This position monitors, makes recommendations on, and provides applicable training on contract compliance requirements and company policies.

Primary Duties and Responsibilities
—The Operational Compliance Manager ensures compliance with all state and federal contracted terms and conditions.
—Ensures all drivers are fully qualified in accordance with U.S. Department of Transportation (DOT) and state DOT requirements prior to and throughout their employment.
—The Operational Compliance Manager collects and independently analyzes results of compliance reviews to identify trends and suggest organizational responses to identified anomalies.
—Assists Directors of Compliance in quality assurance reviews, assisting audit teams, and exercising independent judgment on determinations of contract compliance and accreditation, as needed.
—The Operational Compliance Manager coordinates and manages the organization’s Compliance database.
—Monitors and tracks compliance database functionality and content.
—The Operational Compliance Manager is responsible for the monitoring, tracking, revising, and development of compliance audit instruments and processes.
—The Operational Compliance Manager ensures and implements the policies and procedures related to the transportation of detainees. Conducts video/audio equipment and footage checks for proper working conditions.
—Conducts Verizon Connect checks for proper tracking and driver/vehicle reports.
—Ensures all vehicles are properly labeled and tracked on Verizon and GEOtrack systems.
—Provides the GTI Transportation Managers and Supervisors with indirect supervision to the Transportation Officers assigned to the contracted area as it relates to compliance with USDOT and GTI Policy and Procedures. Works with GTI Transportation Managers and Supervisors on performance improvement plans and disciplinary recommendations for staff as needed.
—Ensures the continual improvement of the Transportation staff’s knowledge and skills by facilitating training classes and materials.
—Ensures compliance with proper preventative maintenance schedules. Manages maintenance costs without jeopardizing safety components. Reviews maintenance service schedules and repairs of all assigned vehicles. Ensures that all defects identified by the Transportation Officer, or an Inspector are promptly repaired.
—Ensures effective recordkeeping and scheduling of vehicle service and inspection dates.
—Ensures that all reports and investigations of accidents are conducted and thoroughly written in a timely basis. Provides additional investigations if necessary. Maintains accident report records of all vehicle incidents, no matter how minor.
—Participates in the GTI safety reviews of vehicle incidents.
—Ensures compliance with federal and state laws, rules, and regulations. Provides subject matter expert knowledge on the U.S. Department of Transportation’s (DOT), state DOT, and compliance and regulation issues.
—Ensures compliance with GTI’s and U.S. Department of Transportation Alcohol and Drug testing program.
—Ensures all contractually required deliverables and data are captured in the company’s database system.
—Conducts audits of all GTI units that are assigned annually.
—Ensures all vehicles have GTI vehicle tracking devices installed and working. Visually tracks all vehicle movements through GTI’s monitoring tracking system.
—Ensures all security aftermarket equipment is in working order.
—Performs other duties as assigned.
Qualifications
Minimum Requirements
—High School diploma or GED certificate required.
—Must be at least twenty-one (21) years of age.
—Five (5) years of experience in detainee and inmate transportation with demonstrated experience in leading, directing, or supervising the work of others.
—A current driver’s license with no preventable accidents, suspensions for driving convictions, Driving While Intoxicated (DWI), Driving Under the Influence (DUI), or more than two (2) moving violations on any vehicle for the past three (3) years.
—Passing a company and Department of Transportation (DOT) drug and alcohol test.
—Must have completed necessary training as defined by the Department of Transportation (DOT).
—Extensive knowledge of state/contracting agency laws relating to transportation.
—Above average writing, investigative, and analytical skills
—Ability to communicate and interact with a variety of personalities.
—Ability to interpret complex written/oral communication, documents, and instructions.
—Ability to make and implement decisions without assistance.
—Ability to understand and carry out complex oral and written instructions.
—Ability to work in varying climatic conditions. Proven proficiency in the operation of a personal computer and software related to report writing, employee scheduling, and information submission.
—Ability to travel extensively with possible extended periods of time to support GTI Operations.
—Ability to work with computers and the necessary software typically used by the department.
